Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...

I found Harvey's House Painting when I was looking through paint samples at Sherwin Williams trying to figure out which colors to paint my new home. I had recently purchased an old home in Land Park that needed the interior to be entirely repainted. The previous owner had painted the living room a dark color, telephone boxes in the baseboard, and a wall needed to be floated. I received a couple of bids, and Rich was competitively priced. My time frame was tight; I was moving out of my apartment into my new house and needed to both paint and refinish the hardwood floors. Rich was able to get started earlier, and completed the job quickly but made sure that my concerns were addressed. Rich was on time and professional. My home is less than 1,000 square feet; 2 beds, 1 bath and I wanted three different colors. Prior to painting the rooms, Rich provided two paint samples for each room and after the samples were on the wall, I decided that the two colors for the living room didn't match what I wanted. Rich then provided an additional three paint samples that were closer to my expectations that day. The previous owner's paint job had blemishes; there were bubbles in the previous paint job, and drips of paint that hadn't been wiped up and hardened. Rich's crew sanded down, removed the previous problems, and made the house look great. I went through the house twice, pointed out multiple areas that needed touch up, and wasn't haggled with. During the walk through, I enjoyed that Rich was professional and didn't argue or try to argue about work that was outside the scope of the contract. He explained that an area in the drywall above the doorframe would need to be replaced due to a bad crack in the sheetrock. The lines on the trim are straight, the walls that are dark have clean lines along the crown molding and baseboard the job looks great, the wall that needed to be floated looks awesome and I couldn't be happier. Because I'm refinishing the floors after painting, Rich said he would come back in and touch up the baseboards and any other issues that I would find later down the road.

Lap marks are those ugly stripes caused by uneven layers of paint buildup. They occur when you roll over paint that’s already partly dry. (In warm, dry conditions, latex paint can begin to stiffen in less than a minute!) The key to avoiding lap marks  when doing DIY wall painting is to maintain a “wet edge,” so each stroke of your roller overlaps the previous stroke before the paint can begin to dry.

You give the company the deposit and pick your colors a couple of days before the project starts. The painter goes to the store with your colors and figures out they are deep base. I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.

Safest way to ensure that everything is fair is to get it ALL in writing , signed by both parties. Specify each item that needs repair. Also, BUY the paint YOURSELF. That way, there is no incentive to water it down, and you KNOW that you are getting the grade/quality you actually purchased. Don't be penny wise and pound foolish; if you are paying to hire a painter, buy the best paint that you can afford, to ensure maximum life of this home improvement.
Consider credentials. Before you hire someone, consider his credentials. Membership in a trade or local business group, for example, isn’t a guarantee of quality work, but it shows a level of commitment and reliability on his part. Also verify whether the pro has the appropriate license(s). (You’ll find the licensing information in your state at the Contractor’s License Reference Site. Also check with the Better Business Bureau, the attorney general’s office in your state, or a local consumer-affairs agency to learn whether the contractor has a history of unresolved complaints.
My husband has been a professional painter over 30 years. He prides himself in his high level of work ethic and customer satisfaction. He stays up to date on techniques and finishes. He gives Very detail and accurate appraisals with contracts. At an alarming rate, as he starts to finish the last day or the day before, the client starts nit picking and being disrespectful towards his work when every day prior to that, they were very pleased, as he request ongoing satisfaction throughout the job. Then they don't to want pay remaining balance, bicker about final cost, or stop payment. He has a crew he has to pay whether the customer does or doesn't honor the contract as well as our own household expenses. Wasted time ,labor, money and effort lost. Now how do we fix this? Remind yourself and clients that a contract is based on honor.
I've seen this done many years ago by a guy who did all sorts of jobs where I lived. My dad caught him painting his boss's roof and he was watering down the paint. We've had a hard time trying to get a painter for our house. We've had a guy that had been remmended by a neighbor and he hasn't showed up to paint for 2 weeks. WOW! I think the guy I hired read this first and I have photos that would make your skin crawl. Bottom line: he got me for $1900.00. Every single thing he painted had to be completely redone....that's when I discovered he did NOT use the colors I picked, he actually used leftover exterior paint from his mother's house! Because I have pets he said things needed to be sealed first and I did agree to that. What I did NOT agree to was using some kind of foul smelling gray stuff ON MY HARDWOOD FLOORS! THEN he painted them BLACK, telling me that all they were good for was covering over with laminate or carpet. He also dripped and tracked paint all over my ceramic tile floors. PLUS left a wet used paint roller in my garden window and had stuff piled in front so I didn't find it until it had dried. I have no idea how much that is going to cost to repair. Then he left without finishing (thank God) but left the "leftover" paint, uncovered, in the rain. Again, hid it so I didn't immediately find it. Obviously we will be going to court but I doubt if I see a penny from him.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate.
